So the people of Venezuela do not want Chavez to remain in power for an extended period of time. Future developments will be interesting.

While I am glad that the statist Chavista economic vision lost, I certainly hope the Washington establishment doesn't misinterpret this as a sign that Chavez has been significantly weakened. The package was polling at around 58% right before the vote; one has to remember that Chavez got re-elected with 63% in 2006. So, some erosion but not a collapse.
As to what might have happened on election day, it's likely that a lot of Chavistas liked parts of the program but not all of it and voted against it. It was probably a mistake for Chavez to bundle all 69 proposals into a single up or down vote. If he had split them, he might have walked away a big winner.
